Subject: Seeking Information on Domestic Violence Programs

Our Center is seeking information on progressive Domestic Violence
programs throughout the country. Every domestic violence shelter in our
area is operating under written policies that say that they will not
accept anyone who is not 100% capable of "taking care of themselves." 
Each recently turned away a young woman whose mother had beaten her
severely (even about the head where she sustained a gunshot wound a few
years ago), because she didn't have full use of her right hand.  Even the
newest shelter which asked our Center for assistance in ensuring that they
were built according to ADAAG standards and knew how to connect with sign
language interpreters. 

When asked what they would do if someone with a significant disability
showed up at their doorsetep, all but one center said that they would
refer them "to a nursing home or maybe a group home." Adult Protective
Services and other state programs have said that they "can't do anything"
about these policies, even though they are clearly in violation of the
ADA, because of "limited funds." 

We've set up a meeting to propose some ways that they need to work out
some alternative support services, but would like to hear from anyone out
there who has information on more enlightened domestic violence programs
