Introducing the Emergency ICOIL Communication Card. These cards were created by Ramona Harvey after she attended a meeting where the council voted to call the police because she wanted to introduce herself, and because she laughed involuntarily. The reas on: laughing violates a code of conduct that was never actually voted on at a public meeting. Use of this card will not protect anyone from the insanity, but we do not recommend you attend a meeting without one.
